The Federal Reserve released its monthly minutes yesterday, and for the first time in recent memory, some parts of the outlook were fairly chipper. “Financial market conditions,” it states, have “generally strengthened, and surveys and anecdotal reports pointed to a pickup in household and business confidence.”


One piece of data that caught my attention was the Fed’s unemployment expectations. In an upward revision from its last meeting, the Fed now expects the jobless rate to be between 9.2% and 9.6% by late this year.


These are interesting numbers when compared with the Treasury’s recently completed stress test. That test which was used to determine whether banks were adequately capitalized under a worst-case scenario assumed that 2009 unemployment would fall between 8.4% in a baseline scenario and 8.9% in the worst-case scenario.


In other words, the Fed’s baseline outlook is grimmer than the Treasury’s worst-case outlook. These funny inconsistencies remind us why economics is an art, not a science.


Why fret over a handful of basis points, you say? Simple: According to some Fitch Ratings analysis, there’s a historical one-to-one correlation between unemployment and prime credit card charge-offs. That is, if the unemployment rate doubles, so does the credit card charge-off rate. It’s even worse for lower-quality cards.


When you’re talking about numbers this big, an increase in the charge-off rate of a few dozen basis points is nothing to sneeze at. And since the stress test’s goal was to adequately capitalize banks, the thought that more money may need to be raised in the future doesn’t seem far-fetched.


Will it be the end of the world for banks? For most, no.


But when the Federal Reserve’s own projections challenge the Treasury’s stress test by what could equal billions of dollars of losses for several banks, there’s yet more reason to wonder whether the test was more of a confidence campaign than an objective and realistic analysis.

China bans officials sending new year cards at public expense

BEIJING (Reuters) - China's ruling Communist Party on Friday banned officials from sending or printing new year cards or calendars if they have been paid for with public funds, the latest step in the government's crackdown on waste, extravagance and graft.

"The printing and production are more and more extravagant, and the waste is greater and greater," the central government said on its main website (www.gov.cn).

"This is not only an expression of formalism, but drives extravagance."

The order covers all government and party departments, state-owned industries and financial bodies, though an exception will be made for those which deal with foreigners and overseas Chinese, as long as they rein in costs, the notice said.

Chinese President Xi Jinping has sought to address growing public anger at the illegal or unethical behavior of party officials, especially those with flamboyant lifestyles, often seen as a sign they are corrupt.

Since taking office in March, Xi has called corruption a threat to the party's survival and vowed to go after powerful "tigers" as well as lowly "flies".

China graft buster orders staff to ditch their VIP cards

BEIJING (Reuters) - China's top anti-corruption official has demanded his staffers ditch their VIP cards, commonly given out by Chinese businesses to grant access to discounts or exclusive services, state media said on Monday, as part of the country's push to defeat graft.

VIP cards in China can offer everything from cheap deals at massage parlors to free gifts in department stores and preferential seating at popular restaurants, and hence offer countless opportunities for abuse by corrupt officials and businesspeople.

"Although membership cards are small (objects), they reflect big problems of working style," the official Xinhua news agency cited Wang Qishan, head of the ruling Communist Party's anti-corruption bureau, as saying at a meeting.

Officials and employees working in disciplinary and supervisory departments should discard all their VIP cards by June 20 and follow this order "seriously and earnestly", the report added.

This campaign is a way for graft-busters to act by example for other party members by showing they have high standards, Wang said.

"The demands of the campaign are not onerous, but they have to be followed and are totally doable," he added. "Men of honor need to show that they are honorable."

Since becoming Communist Party boss in November, and president in March, Xi Jinping has made battling pervasive corruption a top theme of his administration, warning the problem is so severe it could threaten the party's survival.

A major theme of that fight has been an austerity drive that has emptied top-end restaurants and dented the sale of expensive food and drink, as the party tries to allay criticism of the extravagant lifestyles of some officials.

However, there has been little apparent progress to get officials to publicly disclose their assets, and the party has given no indication it will allow the establishment of a fully independent judicial body to tackle corruption.

Scratch-and-sniff cards prompt natural gas scare

GREAT FALLS, Mont. (AP) — Those scratch-and-sniff cards the energy company sends to customers to teach them to recognize the artificial smell added to natural gas? Turns out they work pretty well.

Energy West general manager Nick Bohr tells the Great Falls Tribune (http://gftrib.com/18u3gYG ) that workers recently discarded several boxes of expired scratch-and-sniff cards in Great Falls. But when the garbage truck picked them up and compressed the load Bohr says "it was the same as if they had scratched them."

The resulting odor prompted numerous false alarms and building evacuations as the garbage truck traveled through downtown Great Falls on Wednesday morning, leaving the smell in its trail.

Bohr says the company apologizes for the disruption.
